Google’s official message indicates to wait 3 days for a recrawl.

It looks like this specific issue has started again.

Update: 17 June 2019 (issue resolved)

As of today, the issue has been resolved. However, you may continue to see this error when submitting new products. You will need to wait up to 3 days for a recrawl. It looks like the issue is technical and related to an influx of crawl requests. Meaning it delayed Google’s crawler, which then flagged the diagnostics report to flag this as a crawl error. Due to Google’s crawler not being able to process the number of requests. This is caused by Google’s crawler bot not able to collect the image. This issue should self resolve.

Initial Issue: 13 June 2019 (issue started)

If you are having issues where all images are disapproved or having crawl issues on the 13th of June 2019, then contact Google directly to report the issue: https://support.google.com/google-ads/answer/7218750
A lot of merchants are having this issue today and it’s related to Google’s processing mechanics.

Solution

Avoid making any changes to the feed image file name. Simply report the issue as per below and wait till Google fixes the technical issue.

Just to let you know, as of 12th of September 2020 it was resolved
